Just like in the Home tab, objects can be selected here. In the Home tab, the Layout button is not available. When running a Professional or higher edition, adding a extra Layout needs to be selected here.
Via the Insert tab you can insert the following objects:

IMPORTANT! The Layout button is not available in the GO Edition, and Premium Edition. Multiple Layouts are supported from the Professional Edition and higher.
